Lieutenant Colonel (Ret.) Dave Moore concluded a 31-year Air Force career as Chief of Wing Safety for the 439th Airlift Wing at Westover Air Reserve Base, a major C-5 Galaxy installation. During his final seven years on active duty, he led the wing’s safety program, overseeing aviation risk management, mishap prevention, and regulatory compliance across complex airlift operations.
After retirement, he served eleven years as a civilian Flight Safety Assistance Advisor to Air Force Reserve Command, supporting Reserve Safety Officers and NCOs in strengthening their aviation safety programs. Since 2015, he has served as Aviation Safety Advisor to the Air National Guard, assisting Chiefs of Safety, Flight Safety Officers, and Flight Safety NCOs with investigations, program execution, and policy implementation. He is a graduate of the Flight Safety Officer Course, Chief of Safety Course, and Operational Risk Management Applications and Integration Course, and remains a long-time instructor in the Air Reserve Component Chief of Safety Course.
As a Flight Examiner, Instructor Pilot, and Aircraft Commander, Dave accumulated more than 7,500 mishap-free flying hours in the C-5A/B, C-130E, C-123A, and T-29A/B/C. He also served two terms on the Bird Strike Committee USA and presented at the North American Bird Strike Conference on wildlife risk management at Westover Air Reserve Base.
