CREEK TECHNOLOGIES COMPANY is seeking a full-time, experienced business Sr. Proposal Manager who will work collaboratively with a team of proposals and business development professionals to produce high-quality proposals responding to DoD and Federal government solicitations. This individual will be responsible for translating technical and management approaches, articulating win strategies, and weaving win themes throughout professional-grade responses to federal business opportunities. The selected candidate will have the skills required to own and develop compliant and compelling proposal volumes (e.g., technical, past performance, cost).
• Gather, analyze, translate, and compose technical information into clear, readable documents to be used by technical and non-technical personnel • Present technical and management solutions to internal and external executive level stakeholders, in a persuasive and convincing way • Compose technical documents (e.g., user manuals, training materials, installation guides, proposals, reports) • Edit functional descriptions, system specifications, manuals, reports, or other customer deliverables • Conduct research and ensure use of proper technical terminology • Collaborate with proposal writers, proposal managers, subject matter experts (SMEs), and solution consultants to gather and transform technical and functional information • Analyze and decompose Requests for Proposals (RFPs), Requests for Information (RFIs), Task Orders, and Sources Sought notices to understand customers’ technical requirements • Collaborate with proposal managers, proposal coordinators, SMEs, etc. to develop innovative technical approaches, craft sound technical solutions, incorporate win themes, and articulate discriminators • Serve as technical/management volume lead by developing or integrating content from multiple sources, coordinating with proposal manager(s) and others, identifying and communicating risks associated with the opportunity or response • Conduct or support proposal reviews with internal and external stakeholders • Ensure absolute compliance with solicitation requirements and criteria for evaluation • Maintain quality results by using templates, following proposal-writing standards (e.g., readability, consistency, tone).
• U.S. citizenship • Professional writing experience • Bachelor's Degree or higher • Proficient in MS Office suite and experience using SharePoint • Experienced with government solicitations and creating compliant proposal documents • Experience with Shipley proposal management process • Excellent verbal and written business communications skills. • Ability to create graphic concepts to illustrate and clarify subject matter (i.e., organization charts, process workflow) using MS PowerPoint, Adobe InDesign, or Photoshop • Ability to clearly articulate technological concepts to technical and non-technical stakeholders • Ability to interview and work with SMEs to acquire knowledge of subject matter • Ability to leverage existing content tailored to meet proposal requirements and produce a high-quality proposal in accordance with tight deadlines • Capacity to perform at high level in dynamic work environment • Ability to break down proposal requirements, responsively crafting win themes and discriminators • Strong organization skills and attention to detail • Ability to work independently, as well as within team, to develop compelling technical proposal materials • Ten (10) or more years of technical experience specializing in proposal management and five (5) or more years of experience leading proposal teams.

PREFERRED SKILLS AND ABILITIES: • APMP or Shipley proposal certification • Proven written and oral communication abilities • Ability to work effectively in rapidly evolving, team environment • Editing skills, with excellent knowledge of grammar and punctuation. • Experience developing and delivering training on proposal processes and procedures • Adept at using MS Office products • Keen eye for detail • Ability to multitask in a deadline-driven environment • Strong organizational skills • Ability to communicate effectively to executives.
