Summary

CREEK TECHNOLOGIES is seeking a full time, on-site Program Manager support of the Naval Undersea Warfare Center Division (NUWC Keyport), located in Keyport, WA. The successful candidate will possess sufficient corporate experience and authority to manage, direct, execute and control all elements of the task order. A successful candidate will direct and provide leadership to contractor and sub-contractor teams working with local, State, or Federal government programs in accordance with existing procedures, applicable laws, and government requirements. Additionally, this candidate will oversee desk teams, field subject matter experts, specialists, and engineers in the execution of duties that may include preparing proposals, writing contract terms and conditions, engineering services, site surveys, installation drawings, ordering and delivery of products, configuration of data management, training, logistics support, preparing and disseminating information regarding contract status, and reviewing contractual obligations.

Responsibilities

  • Be responsible for the coordination of all contractor technical activities related to the task order.
  • Serve as the primary technical point of contact between the contractor and the COR.
  • Implements government programs through a risk and oversight approach for all phases of program activities; identifies risks and problems, proposes solutions, and provides timely and accurate contract deliverables.
  • Develops and interprets policies in specific program areas, and provides leadership, coordination, and authoritative advice to top officials in the development of cooperative relationships, resulting in the formulation and execution of progressive and comprehensive programs that meet local, State, and Federal goals and objectives.
  • Directs, administers, and evaluates programs, policies, and procedures in the required program areas.
  • Leads a group of employees in carrying out a government program, administering and carrying out program requirements and activities, and assures compliance program activities with laws and regulations.
  • Ensures the effective management of the assigned program areas.

Qualifications

  • Have a substantial background in the design, development, test and support of complex software, as a participating member of technical teams.
  • Experience managing government simulation and training projects with a preference for defense projects
  • Training in Business Administration/Proposal Development/Project Management and equivalent work experience
  • Experience simultaneously managing multiple projects with multiple stakeholders
  • Experience managing various contract types to include; Firm Fixed Price, Time and Materials, Cost Based, etc.
  • Experience with FAR, ITAR and Export regulations
  • Advanced Microsoft Office expertise, with a strong emphasis on Excel
  • Impeccable work ethic and demonstrated initiative
  • Analytical problem solver and strong quantitative thinker who learns quickly
  • Ability to juggle and prioritize competing demands on your time
  • Program Management preferred (PMP) certified.
  • ITIL Foundation strongly preferred, higher level certification strongly desired.

Education

Bachelor of Science degree with 5 years Program Management experience OR Bachelor’s Degree with a major in engineering, system management, business administration, and/or related field

Experience

Required:

  • Experience managing government simulation and training projects with a preference for defense projects
  • Training in Business Administration/Proposal Development/Project Management and equivalent work experience
  • Experience simultaneously managing multiple projects with multiple stakeholders
  • Experience managing various contract types to include; Firm Fixed Price, Time and Materials, Cost Based, etc.
  • Experience with FAR, ITAR and Export regulations
  • Five years of experience in building and managing software development teams using technologies and skills
  • Advanced Microsoft Office expertise, with a strong emphasis on Excel
  • Impeccable work ethic and demonstrated initiative
  • Analytical problem solver and strong quantitative thinker who learns quickly
  • Ability to juggle and prioritize competing demands on your time
